The very reason for this problem is the political tribalization that we're experiencing. The electorate is so divided that neither side is right and all of us are paralyzed. The right wants to take a harsh approach and spend no money, which clearly will not solve the problem, and also will not work well for most of us because it lacks empathy and exacerbates inequality.
The left is too soft. They refuse to empower police to move people on and take them to shelters and strongly encourage homeless people to sign up for rehabilitation programs. They believe that an endless stream of unconditional handouts is going to fix the problem, but it's only going to make it last forever. We already know this, all of us. We do nothing. We remain paralyzed by a two-party system that is serving nobody.
