Dusty antiquated companies don't trust their employees, mostly because they hired lower calibre people who don't self-motivate so well, and also because the work environments there are far less motivating. These companies want you back in the office because they don't trust that you're actually working.

Great companies have solved this problem by hiring great people and getting out of the micromanaging business.

The gap between the two is growing and will grow big over the coming 3-5 years.
